There are two rainy seasons in Luang Prabang - between April and July and during September and October. However, during these times there is only likely to be a brief afternoon shower, which as it turns out is quite refreshing, and so travelling during these times can help you avoid the crowds. The most popular time to visit is during the cool season, between November and January, when temperatures are mild. Be warned that tourist numbers are likely to be high during these months.
